Crackdown: Five sex offenders arrested

Sitting at his desk with a stack of files, Sgt. Sha King with the Stephenville Police Department said five registered sex offenders — and one first time offender — have been arrested since October.

According to the Texas Department of Public Safety website there are 44 registered sex offenders currently residing in Erath County; 11 of those living in Stephenville.

“Currently we have three offenders that are registered in the city of Stephenville that are in jail,” King said. 

Rickie Allen Osborn, 52, was originally arrested for online solicitation, then was arrested in October.

“He was being investigated for distribution of child pornography and during the investigation was arrested for possession of a controlled substance,” King said. “Through the investigation — seizing the computer and devices while he was in jail — we’ve now come back and filed on him for the distribution of child pornography, which is a second degree felony.”

Osborn is being held in the Erath County Jail on a combined bond of $60,000.

Matthew Michael Nance is on the sex offender registry for indecency with a child by exposure and was arrested again after a traffic stop.

“While he being detained for the traffic stop, the trooper noticed he had social media accounts on his cell phone that had not been reported for his registration so they arrested him for failing to update his sex offender registration,” King said. “Under sex offender rules he is required to report all social media accounts to his registration office, which would have been us.”

Nance is also being held on a parole violation due to the arrest in Hood County.

Kristopher Ray Facio, 26, is on the sex offender registry for online solicitation of a minor and was arrested again Monday night for failing to complete his required annual registration with the police department.

Facio is being held in the Erath County Jail on a $30,000 bond.

Steven Ray Strohl, 29, was a registered sex offender in Abilene and was living in Stephenville for more than 30 days behind Central Elementary School and failed to register his change of address with Stephenville police.

“He didn’t come in to report that he was here as required by state law,” King said. 

Others arrested include Erath County sex offender Jason Hogan, 32, for indecent exposure and Damon Chad Campbell, 20, a first time offender, for possession of child pornography. 

Campbell was arrested on Monday and is being held in the Erath County Jail on a $50,000 bond.
