It was a typical Saturday afternoon for a Stephenville mother until she allegedly witnessed a Dublin man sexually assault her 7-year-old daughter.
Stephenville Police Chief Roy Halsell said the mother walked into a bedroom in the family home and witnessed John Charles Bailey, 32, "fondling her daughter." Halsell said Bailey had been staying with the family for about four weeks and investigative efforts show the abuse may have occurred even before the eye-witness account.
"The initial report was described as fondling, but the investigation (and examination) shows there may have been digital penetration," Halsell said.
A warrant was issued and Bailey was arrested without incident by Sgt. Jim Clifton with the Erath County Sheriff's Office last Friday, less than one week after the reported incident took place. He was charged with aggravated sexual assault.
Halsell called the case "unusal" due to the fact that sexual assault investigations involving minors typically take months or longer to investigate since such cases rely on an outcry by the victim or suspicions of abuse. Since the mother witnessed the alleged abuse, the suspect was quickly incarcerated.
As of Tuesday, Bailey, who lists a Dublin residence, remained incarcerated at the Erath County Jail held on a $75,000 bond.
