After some members expressed concern that it would be “spot zoning,” the Stephenville City Council denied a request Tuesday to allow “multiple family” housing for property at 1021 W. Shirley St. — across from Hook Elementary School.

The council took the advice of the Planning and Zoning Commission, which recommended rejecting Maria Guadalupe Castillo’s request to rezone the property from R-1 “Single Family Residential District” to R-3 “Multiple Family Residential District.”

City staff noted that nearby residential property was zoned R-1 for single-family residences.

Council member Nancy Hunter said she couldn’t’ favor the request because it would be “spot zoning” and said she had faith in the P&Z Commission, which voted unanimously to recommend denying the request.
